’Option X’ for the Basin Reserve
Property and construction company Rider Levett Bucknall was commissioned by the Centre to cost its proposal and says Option X could cost up to $165 million. The two options put forward by the New Zealand Transport Agency have been estimated at between $75 and $100 million and $90 to $120 million.
Centre President, Christine McCarthy, says Option X would provide a safer and more enjoyable walking and cycling environment around the Basin Reserve and Memorial Park precincts and recognizes the national significance of these sites.
In its costings Rider Levett Bucknall estimate $130 million would be needed to build the tunnel between Sussex and Taranaki Streets and construct pedestrian overbridges at the Sussex-Buckle streets intersection. It also factored in a $35 million contingency allowance.
Work on the memorial park upgrade would cost a further $20 to $30 million and on the extension of the road tunnel under Taranaki Street an additional $75 to $100 million.
McCarthy says the company’s estimates for Option X were “robust” and gave the public a full picture of the options for the Basin and their comparative costs and benefits.
“It’s really important to us that the public has a choice and that they are aware of the pluses and minuses of that choice” she says. “Driving a state highway through a space commemorating those who died defending New Zealand doesn’t really feel right,” McCarthy says. “Option X will give the memorial to our war dead an appropriate setting.”
This week the centre is holding public meetings on its Option X proposal, and a scale model of the design has been constructed. Further public meetings will be held at St Joseph’s Church, Ellice Street on August 17 and the Mt Cook School Hall on Tory Street on August 22.
Public consultation on the two NZTA proposals closes on August 26.
